		<description>The reason why Alltel is still making their network better is because the Alltel/Verizon merger is not complete. Alltel still has an obligation to it&#039;s customers. The plans for REV. A have been in the works for years, these build out plans are at a minimum of 2 years out ant any given time. They are just fullfilling their build out plan. Alltel has to continue with their build because there is a possiblity of it not happening. Mereger has get approved by the Dept. of Justice, FCC, and the SEC. If any one of those Federal entities say NO then it is not getting done.</description>
